East Providence Just Rolled Out the Welcome Mat for ADUs

How East Providence went further than state law to make backyard homes and in-law suites easier, and cheaper, to build.

If you own a home in East Providence, you now have more freedom to add a small second home on your property than almost anyone else in Rhode Island. Over the past year, the city has made two big moves that turn accessory dwelling units (ADUs, also known as in-law suites, backyard cottages, or granny flats) from a long-shot project into a realistic option for ordinary homeowners.

Win #1: ADUs by right on lots as small as 5,000 sq ft

Rhode Island’s 2024 state law lets homeowners build an ADU “by right” (no special permit or variance) but only on lots of at least 20,000 square feet. In a dense, built-out city like ours, that leaves out most homeowners.

In September 2025, the City Council unanimously dropped that threshold all the way to 5,000 square feet, one-quarter of the state minimum. That single change means the vast majority of East Providence’s residential lots now qualify. And if you’re converting space inside your existing home, or building a unit for a family member with a disability, there’s no minimum lot size at all. You can build inside your house, attach a unit, or put a standalone cottage in the yard.

Win #2: A 5-year tax break so building doesn’t spike your bill

The biggest worry homeowners raise about adding an ADU is simple: won’t it send my property taxes through the roof? On July 7, 2026, the Council answered that with a new ADU tax stabilization program. It phases in the taxes on the added value your ADU creates over five years:

• Year 1: 100% exempt on the new value

• Year 2: 80% exempt

• Year 3: 60% exempt

• Year 4: 40% exempt

• Year 5: 20% exempt, then full assessment after

Only the added value is affected. Your existing home is taxed as it always was. In practice, that gives you years to get an ADU rented or a family member settled in before the full tax kicks in.

Why it matters

Roughly half of East Providence renters are considered cost-burdened, meaning they spend more than 30% of their income on housing. ADUs are one of the few tools that add homes without changing neighborhood character: no new roads, no large developments, just better use of land we already have. City leaders paired the two policies deliberately. The zoning change removes the permission barrier, and the tax program removes the cost barrier. (Short-term rentals like Airbnb aren’t allowed, so these units stay in the long-term housing supply.)

An ADU can house an aging parent close by, give an adult child a first foothold, create rental income to offset your mortgage, or simply let longtime residents stay in the city they love. East Providence has made that easier than just about anywhere in the state.
